30 July 1943 Passenger transport to and from the Channel Islands Annex 38
Secret. To the Admiral Commanding Channel Coast. Corps has reviewed possible reductions in passenger transport. The 319th Division has been directed to make greater use of existing medical facilities, and the army medical officer has authorised many surgical operations on the islands. The division continually seeks to reduce traffic. Where possible, official journeys, for example to collect equipment, are combined with leave; leave is also combined with ordered journeys such as training courses. By divisional order, escorts are now allowed only for particularly valuable cargoes.
If passenger capacity is reduced further, corps requests temporary use of suitable cargo vessels with reliable crews for passengers; these already sail only at night under escort.
