22 September 1943 Divisional returns on personnel and equipment savings

Top secret telegram, corps headquarters to 716th, 709th and 319th Divisions, 22 September 1943. Supplement to OKH Basic Order 18 of 22 August, distributed on 14 September.

All supply troops and headquarters at divisional level and above count as army offices not directly participating in combat. Review surplus personnel and equipment with regard to their intended wartime employment. Report only what the division or office responsibly judges expendable beyond that requirement. Do not include soldiers medically graded g.v.H., fit for home service. Use men born in 1906 or later rather than 1907 or later; separately identify those born in 1925. Monthly reports are due to corps by the 22nd, as at the 15th. First report under paragraph 2 of the basic order is due by teleprinter on 24 September, broken down by unit.
