14 December 1942 Island fortification programme shortfall

Corps had already warned that the allotted fortification programme could not be completed within the specified period. The report compares planned concrete volumes with actual progress in Cotentin and the Channel Islands, considers the resulting small number of works achievable, and stresses the adverse effect of labour shortages and removal of workers. It seeks measures to accelerate and support construction.
