Date note: Instructions dated 10 October, circulated by Seventh Army on 22 October. A construction requirement, not confirmation that all links were finished.

Special Instructions No. 13 assign cooperation for 319th Division to Fortress Signals Staff 15 at Guernsey. The senior fortress signals command is responsible for technical planning, construction and maintenance on the coast and islands, labour and materials, and timely completion.

The order calls for protected underground command, artillery-control and strongpoint telephone links by the end of March 1943. Cables are to be one metre deep, or two metres within 200 metres of structures, with carefully camouflaged trenches.
