b Arrests of hostages are carried out by the Security Service, which is subordinate to the Higher SS and Police Leader in France. The Security Service also maintains the hostage lists. See Commander-in-Chief West Special Instruction No. 14, Ic No. 1190/42, Secret Command Matter, dated 10 November 1942.

c The field command headquarters have made preparations to evacuate from the combat zone those civilians not required for important work in the interests of military offices. The responsible commanders issue the evacuation order. The field command headquarters have marked withdrawal routes and assembly and feeding points on maps for carrying out the evacuation. Responsibility for the removal rests with the field command headquarters. French police, the French militia service and their own forces are available for this purpose. Armed-forces transport facilities may be employed for the sick and children.

For a possible mass flight, particularly from larger towns, the field command headquarters have provided special measures for intercepting and directing refugees. The primary concern is to ensure that mass flight does not interfere with troop movements.

Hospitals, sanatoria and prisons are evacuated by the French authorities. Supervision of the measures to be carried out is the responsibility of the field and district command headquarters.

d Civilian telecommunications in the combat zone will be completely suspended during combat. Essential telecommunications traffic relating to economic affairs must be handled through the tactical telephone network.

e Traffic-control arrangements have been prepared by the field command headquarters. Their implementation rests primarily with the military police. Where troop supply requires it, the troops must additionally undertake traffic control. Military-police detachments employed for this purpose are to be trained for the task.

f aa At the commencement of combat, Captain Thiel, the staff officer for armed-forces casualty affairs at the Rouen outstation, joins Seventh Army headquarters as mobile armed-forces graves officer.

bb Missing instruction leaflets on the care of war graves are to be requested.

14 Air supply

a If the fortresses, important strongpoints or the Channel Islands are encircled and their reserves are used up, limited air supply may be considered for especially important supply and replenishment goods. Requests are to be addressed to Army headquarters, Chief Quartermaster. The decision on implementation rests in principle with the operations branch.
